Because you can only assign 4 prefix sets to a service policy it makes searching, troubleshooting, or understanding allow lists because of the limited scope for naming convention.

As you could imagine, an organisation may have offices in 30+ countries. With only 4 prefix sets the subnets from those 30 offices would need to fit into 4 objects which could be confusing when searching/reviewing allow lists or troubleshooting.
