The business would like the customize the MUM Temporary block page, similar to the custom error pages on the Load Balancers. This will allow users who are temporarily blocked by MUM to contact us and show that it is in fact our company blocking.

MUM blocks happen more frequently than we expected for actual users. We would like to support users being blocked by customizing the MUM block page.
